The M41 baseline metric is made for measuring growth and decline of mutual agreements to have communication beforehand and after. The M41 metric came into use for raising awareness of the crucial need for affected parties to engage in organized handling of what’s said to have happened. Each part within this baseline receives a rating factor of 50 to 100. There are four parts within the baseline to be measured. (Part C) The history of the communication model for being successful in addressing the type of incoming mate3 answer-set. (Part D) The percentage of transparency, accountability and mobility in the operating policies applied to managing incoming firsthand accounts of what happened.
